The identity card is a document that confirms the identity and citizenship of persons who live in the Republic of Moldova. Holding it is mandatory from the age of 14. The document includes: printed data, security features and an electronic chip that stores the information in the document, as well as the electronic signature – at the request of persons over 14 years of age.

The identity card is issued with a period of validity:

If the identity card is requested in the period up to one month before reaching the age of the next group, the new period of validity applies.

Note: The expiry of the validity of the electronic signature does not affect the validity of the identity card. The validity of the electronic signature varies up to 5 years and can be revoked for the maximum possible validity period, provided that it does not exceed the period of validity of the identity card.

Note: In the situations of loss, theft or change of home address, the application for a new document must be submitted within 15 days; for change of personal data; finding of non-conformities or forgeries in the entries, identity theft; expiry of the period of validity - within 30 days.

The application for the issuance of the identity card is rejected if false, insufficient, inauthentic or invalid information or documents are presented. Intentionally providing false data is punished under criminal or minor-offence law. The application can be re-examined only after the non-conformities identified have been removed. The rejection of the application can be challenged under the Administrative Code.

Free in special situations: citizens who request an Identity card for the first time, as well as certain categories of persons:

under the conditions set out in point 2 of annex no. 3 to Government Decision no. 966/2020 on the services provided by the Public Services Agency.

How to apply

  1. Submit the application

    The application is submitted in the following ways:

    • in the country, at any territorial subdivision of the PSA;
    • abroad, at the diplomatic missions or consular offices (MDOC) of the Republic of Moldova. If there is no MDOC in the applicant's state of residence, the application can be submitted at any MDOC.

    When the application is submitted, the facial image will be taken, fingerprints taken and the signature scanned.

  2. Pay for the service

    The service can be paid:

    • online, through MPay or the Payments module in EVO;
    • at the counter, by POS terminal;
    • through payment terminals;
    • at bank branches.
  3. Get the identity card

    The identity card is issued:

    • in the country, at the territorial subdivisions of the PSA;
    • abroad, at the MDOC of the Republic of Moldova.

    Who it can be issued to:

    • the holder in person;
    • a minor over 14 years of age can collect the identity document issued in their name, with the consent of their legal representative expressed in writing at the competent authority or authenticated by a notary or by other persons authorised by law to perform such a function.
    • if the identity card does not contain an electronic signature – a third person with the consent of the holder or of their legal representative, expressed in writing at the competent authority when submitting the application, or a representative authorised by a power of attorney authenticated by a notary or by other persons authorised by law to perform such a function, or by an MPower power of representation, or a person who acts in their interest under the conditions of the legal provisions.

    Note: Identity documents that are not collected are kept for three years from the date of issue, after which they are destroyed.
