The records of residents are kept by registration at the home address and/or at the temporary residence, in dwellings in public or private ownership, or in other living premises regulated by the legislation in force.

You can have only one home address and one temporary residence. If you own several dwellings, you can choose in which of them to set your home address or temporary residence.

When you change your home address, registration at the new address is carried out at the same time as deregistration from the records at the previous address.

Registration at a temporary residence does not mean deregistration from the home address. If the dwelling was handed over for use under a lease contract, the period of the temporary residence is taken from that contract.

A child up to 14 years of age is registered at the home address or temporary residence of the parents, of one of the parents or of the legal representative, unless the court has decided otherwise.

The application can be submitted in person, through a representative authorised through MPower or by a notarised power of attorney, or by other persons authorised by law. The application may be submitted ex officio by other persons if the change of home address or temporary residence does not require the identity document to be changed. Important! If you hold an identity card (buletin) issued between 7 March 2013 and 31 March 2025, it becomes invalid if you change your home address to another address. In this case you must request a new identity card (carte de identitate).

For children under 18, the online application can be submitted together with the parent's application if both parents are married and children who have turned 14 hold a valid identity card. The child will be registered at the same address and for the same period as the parent who submits the application. The online application for children cannot be submitted for unmarried or divorced parents, or for a single parent or an unmarried parent.

If other (third) persons are registered at the selected dwelling address, the owner can request their deregistration from the records, at the same time as or separately from the application for registration at the home address or residence in their own name. Minor children of third persons can be deregistered only together with their parents.

How to apply

  1. Submit the application

    The application for registration at the home address and/or temporary residence, or for deregistration from the records, can be submitted:

    • online, by clicking the “Request online” button;
    • in the country, at any identity documents issuing service, including within the multifunctional centre of the PSA;
    • abroad, at the diplomatic missions or consular offices (MDOC) of the Republic of Moldova. If there is no MDOC in the applicant's country of residence, the application can be submitted at any MDOC.
  2. Pay for the service

    The service can be paid for:

    • online, through MPay or the Payments module in EVO;
    • at the counter, by POS terminal;
    • through payment terminals;
    • at bank branches.
  3. Final result

    After the service is provided, the data in the person's profile in the State Population Register (RSP) is updated. The changes in the RSP are confirmed to the applicant:

    • online, in the personal account on the integrated government portal EVO, if the application was submitted online;
    • by email, to the address given in the application;
    • at the counter of the territorial subdivision of the PSA, if the service was requested ex officio.
