Ask a questionThe passport is an official travel document that confirms identity and legal status and allows a citizen of the Republic of Moldova to travel abroad legally. It can be requested, regardless of age, under the conditions of the law, if the right to free movement is not suspended.
The passport is issued with a period of validity:
- of 1 year – if taking fingerprints is temporarily physically impossible;
- of 4 years – for persons aged 0-7 years;
- of 7 years – for persons aged 7-16 years;
- of 10 years – for persons over 16 years of age.
A citizen of the Republic of Moldova has the right to hold two valid passports at the same time, provided that the holder's personal data are identical.

Fee details
1690 MDL – standard fee.
1300 MDL – for children under 12 years of age and persons for whom taking fingerprints is physically impossible.
1 working day/ on the day of application, the period applied depending on the time the application is submitted:
290 MDL – in the case of the legal representative of a child up to one year old, admitted to a medical institution and needing urgent medical treatment outside the Republic of Moldova, who does not hold valid identity documents to accompany the child
Free – in the case of children under 1 year of age who will leave for medical treatment outside the Republic of Moldova
under the conditions set out in point 4 of annex no. 3 to Government Decision no. 966/2020 on the services provided by the Public Services Agency.
Fee details
650 MDL – standard fee, also applicable to children under 12 years of age and to persons for whom taking fingerprints is physically impossible.
Free:
- persons with a severe or pronounced disability
- pensioners receiving old-age pensions
- children left without parental care
- children temporarily left without parental care
- children with disabilities
- children under 1 year of age
- participants in the Second World War
under the conditions set out in point 4 of annex no. 3 to Government Decision no. 966/2020 on the services provided by the Public Services Agency.
How to apply
- Submit the application
The application is submitted in the following ways:
- in the country, at any territorial subdivision of the PSA;
- abroad, at the diplomatic missions or consular offices of the Republic of Moldova, MDOC. If there is no MDOC in the applicant's state of residence, the application can be submitted at any MDOC.
When the application is submitted, the MDelivery delivery service can also be requested, which ensures delivery of the passport to the address given, both in Moldova and abroad.
When the application is submitted, the facial image will be taken, fingerprints taken and the signature scanned.
- Pay for the service
The service can be paid:
- online, through MPay or the Payments module in EVO;
- at the counter, by POS terminal;
- through payment terminals;
- at bank branches.
- Get the passport
The passport of the citizen of the Republic of Moldova is issued:
- in the country, at the territorial subdivisions of the PSA;
- abroad, at the MDOC of the Republic of Moldova;
- by delivery to the requested address through the government delivery service MDelivery.
Who it can be issued to:
- the holder in person or their legal representative;
- a minor over 14 years of age issued in their name, with the consent of their legal representative expressed in writing at the competent authority or authenticated by a notary or by other persons authorised by law to perform such a function;
- a third person with the consent of the holder or of their legal representative, expressed in writing at the competent authority when submitting the application, or a representative authorised by a power of attorney authenticated by a notary or by other persons authorised by law to perform such a function, or by an MPower power of representation, or a person who acts in their interest under the conditions of the legal provisions.
Note: Passports that are not collected are kept for three years from the date of issue, after which they are destroyed.

The passport is issued on the basis of the application submitted in person by the applicant over 18 years of age at any identity documents issuing service, including within the multifunctional centre of the Public Services Agency.
Submission of the application by other persons is allowed in the following special situations: a) in the case of a child, including one with the status of child left without parental care or with the status of child temporarily left without parental care, who is placed in the guardianship/curatorship service, the applicant is their legal representative (one of the parents, the guardian, the curator), with the mandatory presence of the child; b) in the case of a child whose parents are minors or whose sole parent is a minor, the applicant is the legal representative of the minor parents/of the sole minor parent; c) in the case of a child separated from the parents, including one placed in a family-type placement service, except for the guardianship/curatorship service, or in a residential-type placement service, the application is submitted by the territorial guardianship authority in whose territorial area of competence the child's place of stay or place of placement is located, with the mandatory presence of the child; d) in the case of a person subject to a judicial protection measure in the form of guardianship, the applicant is their legal representative (the guardian), with the mandatory presence of the represented person; e) in the case of a bedridden person for whom taking fingerprints is not mandatory or is impossible, the application can be submitted by a representative authorised by a power of attorney authenticated by a notary or by other persons authorised by law to perform such a function, or by a power of representation based on the electronic signature, recorded in the Register of powers of representation based on the electronic signature; f) in the case of a person who is admitted to a medical institution and is in a serious condition (unconscious, in a coma), the application is submitted by the person who acts in their interest (family member, relative), and in the absence of such a person, following the request of the medical institution concerned or of the local public administration authority, if the admitted person receives social assistance; g) in the case of a person with a mental illness or physical, mental or psychological impairments, who is supported in a treatment institution or a social institution, over whom no protection measure of any kind has been established, the passport is issued following the request of that institution.
