How to apply
- Submit the application
Submission of the Application for the issuance of the residency certificate (Form CCR17) by the applicant:
- online, using the Apply online button, in the section “Services for individuals” or “Services for legal entities”, module “Residency certificate”;
- by e-mail, at the address: mail@sfs.md, in compliance with the requirements for electronic signing of the document;
- on paper by post to the address: Constantin Tănase no. 9, MD-2005, Chișinău, Republic of Moldova;
- in person on paper at the Tax Service Directorates / the Large Taxpayers Service Directorate of the State Tax Service.
The application can also be submitted by the taxpayer's representative, with the mandatory attachment of the document attesting their powers.
- Issuing the certificate to the applicant
The Certificate can be issued in the way indicated by the applicant:
- Online, from the “Taxpayer's Personal Cabinet”, in the section “Services for individuals” or “Services for legal entities”, module “Residency certificate”;

- At the SFS office, copy 1 is handed to the applicant, against signature.
- On paper, to the applicant's address;
- By e-mail, in electronic form, to the electronic address;
The result of the examination of the application is sent automatically by the system to the e-mail address given in it.
Required documents
For individuals who are foreign citizens or stateless persons who, for tax purposes, have obtained the status of resident of the Republic of Moldova:
• The application for the issuance of the Residency certificate (Form CCR17); • A copy of the passport of the individual who is a foreign citizen or of the stateless person's passport, or a copy of the (temporary) residence permit or a copy of the identity card; • The original document, issued by the Border Police, on entries into and exits from the Republic of Moldova for the tax year concerned.
For legal entities and enterprises with the status of individual, who carry out entrepreneurial activity
• The application for the issuance of the Residency certificate (Form CCR17)
For individuals who are citizens of the Republic of Moldova:
• the application for the issuance of the Residency certificate (Form CCR17); • a copy of the identity card or of any other document attesting the identity and home address of the individual, except where the application is signed by the taxpayer in person through the Government Electronic Signature Service (MSign), under the provisions of Law of the Republic of Moldova no.124/2022.
