The invitation is a document by which a person in the Republic of Moldova – either an individual or a legal entity – confirms that they wish to receive a foreign national in the country for a certain period and for a certain purpose. This document helps the foreign national obtain the entry visa for the Republic of Moldova. The invitation is valid for 90 days from the moment it is issued.

To receive an invitation, the citizen or company of the Republic of Moldova submits an application at the counters of the General Inspectorate for Migration. The invitation can be issued for a visit, tourism, business, work, studies, cultural or sports activities, medical treatment, religious activities, IT, internships and other activities permitted by law.

Individuals with a home address or residence in the Republic of Moldova can invite foreign nationals if they are over 18 and are not under guardianship. Legal entities can invite foreign nationals in the interest of business, and for this purpose they can invite up to three people at the same time.

The foreign national who has received the invitation can then request the visa at the embassies of the Republic of Moldova abroad or online, through the electronic visa portal – https://evisa.gov.md.

For business purposes, invitations for 3 foreign nationals at the same time can be made by legal entities registered in the Republic of Moldova in the manner established by law.

When submitting the application for the invitation, the person who invites is informed about their responsibilities and takes on the coverage of any costs related to the foreign national's stay or their departure from the country, if the period granted is not respected.

Applications for the issuance of invitations are resolved:

At the applicant's request, the application or request can be resolved within 1, 3 or 5 working days. In well-justified cases, where a more in-depth examination of the application/request is needed, the period can be extended by 10 calendar days.
A new invitation submitted by an applicant, regardless of its purpose, is not approved for 2 years if at least one of the persons previously invited by them has not left the territory of the country within the validity period of the visa.
The foreign national can request the granting of the visa within 90 days from the date the invitation is approved.
The decision to refuse to issue the invitation is communicated to the applicant in writing within 3 working days from the date of its approval and can be challenged in the administrative court.

Fees for obtaining the invitation:
10 working days - 60 lei (IGM fee) + 200 lei (state fee)
5 working days - 120 lei (IGM fee) + 200 lei (state fee)
3 working days - 180 lei (IGM fee) + 200 lei (state fee)

How to apply

  1. Submitting the request

    Requests for the issuance of invitations are submitted at the single counter for the documentation of foreign nationals of the General Inspectorate for Migration and at the territorial services:

    • Single counter for the documentation of foreign nationals, Chișinău, 124 Ștefan cel Mare și Sfânt Boulevard;
    • North regional service for the documentation of foreign nationals, Bălți, 9 Moscovei Street.
    • South regional service for the documentation of foreign nationals, Comrat, 22 Komsomolului Street
    • South regional service for the documentation of foreign nationals, Cahul, 79 Ioan Vodă cel Cumplit Street.
  2. Examining the request and the attached package of documents

    The application for the issuance of the invitation is resolved within a maximum of 10 working days. In urgent situations – such as medical treatment, the serious condition of a relative or death – the period is one day. On request, the application can be examined faster: in 1, 3 or 5 days. If additional checks are needed, the period can be extended by up to 10 calendar days.

    To extend the visa, the application is submitted at the territorial subdivision of the General Inspectorate for Migration, depending on the home address of the individual or the registered office of the legal entity.

    The official gives information about the documents needed, checks the file submitted, the correctness of the form and the validity of the travel documents. If documents are missing or there are errors, the file is returned with explanations, for correction and later submission.

    After the file has been submitted in full, the official checks whether the foreign national appears in the official registers, analyses their history and enters the data into the system. All relevant databases are consulted to confirm the situation of the foreign national and of the person who invites them.

    At the end, the official draws up a conclusion that includes the proposal to approve or reject the invitation, together with the corresponding reasons.

  3. Paying for the service

    The service can be paid:

    • through the government electronic payment service
    • MPay bank transfer
    • Poșta Moldovei
  4. Issuing the invitation

    The official of the Visa Section or of the Regional Service issues the invitation to the applicant or their representative at the Single Counter for Foreign Nationals, which is recorded by the applicant's signature on the back of the application/request, with proof of payment of the difference in the service fee depending on the time for examining the application/request (where applicable). The number of the invitation and the date of its issue are also written on the back of the application or request. When issuing the invitation, the official informs the applicant again about the validity of the invitation, about the regime of foreign nationals on the territory of the Republic of Moldova and about the possible removal of the foreign national from the country at the expense of the applicant for the invitation, if the foreign national does not leave the country within the period granted in the visa. The fact that the invitation was drawn up is recorded in the Automated Information Subsystem of the General Inspectorate for Migration

Required documents

Copy of the foreign national's visa or residence permit from the country of residence

Except where they have their home in a country other than the one whose citizen they are

The applicant's passport, with the entry – exit visa/residence permit for the territory of the country where they met the invited person

Medical certificate confirming the state of health of a close relative

Attached where the trip concerns the invited person's treatment (long-term treatment), or in the case of a serious state of health of a close relative, to speed up the examination of the application.

Confirmation of the position of the invited person

Attached where the foreign national is invited for business purposes.

Copy of the confirmation of the right of admission to studies

Attached where the foreign national is invited to study, they present the confirmation of the right of admission to studies issued by the Ministry of Education, as applicable, or the acceptance of the educational institution (report on the recognition of study diplomas);

Criminal record certificate

Attached where the foreign national is invited and admitted to studies; the record must be translated and legalised/apostilled (as applicable) by the authorities of the state whose citizenship the foreign national holds.

Birth certificate of the common child

Attached where a family member (spouse, child, etc.) is invited, as proof of the degree of kinship.

Copy of the visa or residence permit of the foreign citizen from the country of residence

Attached where they have their home in a country other than the one whose citizen they are.

Written statement in free form

The statement is written by the applicant, to describe in more detail who the foreign national is and what the purpose of the foreign national's entry into the territory of the Republic of Moldova is, and is signed by the applicant.

Request/justification in free written form

The request is written by the applicant, indicating the purpose of entry into the territory of the Republic of Moldova of the invited person, with a registration number, date, and signed by the administrator, with the wet stamp applied.

Marriage certificate

Attached where a family member (spouse, child, etc.) is invited, as proof of the degree of kinship.

Commitment to support and/or accommodation

Attached if the means of subsistence do not cover the whole duration of the planned stay and if the applicant takes on both the support of the foreign national and the provision of accommodation

Other document (where applicable)

Application

The form for the issuance of the invitation is completed legibly and in full in Latin characters, signed by the applicant (the form can be found on the igm.gov.md website)

Request

The form for the issuance of the invitation is completed legibly in Latin characters, signed by the administrator, with the wet stamp applied.

Confirmation from the hotel of full payment

Attached where the foreign national is invited for tourism; this confirmation must be issued by the hotel and contain its contact details. If the person used a travel agency, the original and a copy of the voucher and the contract with the travel agency are also presented. A description on a separate sheet of the tourist programme: route, purpose, dates and localities

Confirmation of the existence of business relations

(contracts, orders)

Copy of the foreign national's state border crossing document

Validity of no less than six months. Copies of previous visas obtained for other states, including for the EU.

Power of attorney

Attached where the application is submitted by the legal representative, together with their valid identity card/identity card/residence permit/residence card

Invitation

This invitation must state the purpose of taking part in a conference, seminar, courses, sports competitions or cultural events and include the name, place and time of the event.

Identity card/Residence card/ Identity card/residence permit of the person who invites (the applicant)

Requested to check that the application (item 1) has been completed correctly; the data from the identity document are entered into the application.

Birth certificate of the applicant and/or of the foreign national

Attached where a family member (spouse, child) is invited, as proof of the degree of kinship.

Proof of the existence of means of subsistence

An amount of 30 euro/day for the period of stay on the territory of the Republic of Moldova and for the return to the country of residence, but not less than 300 euro, from the applicant or the invited person.
