Under Article 13, paragraph (1) of the Law on the Citizenship of the Republic of Moldova no. 253/2025, a person who lost Moldovan citizenship as a result of renouncing it may regain it on request, if they know the Romanian language and the provisions of the Constitution and do not fall under the provisions of art.19 of the Law on the Citizenship of the Republic of Moldova no. 253/2025, which sets the grounds for refusal to grant, regain or recognise Moldovan citizenship, keeping, if they wish, the citizenship of the foreign state.

Service deadline: the time for examining the application for regaining Moldovan citizenship is up to 1 year.

The time for examining the application for regaining Moldovan citizenship may be extended by a reasonably determined period needed to carry out the steps required to establish the authenticity of certain documents or the truthfulness of facts attested by the documents submitted by the applicant, or to remedy non-conformities identified during the examination of the application, but it cannot exceed 6 months.

How to apply

  1. Submitting the application

    The application for regaining Moldovan citizenship is addressed to the President of the Republic of Moldova and is submitted in person; it can be submitted in the following ways:

    • at one of the subdivisions of the Public Services Agency in Chișinău;
    • for a person domiciled or located abroad: at a diplomatic mission or consular office of the Republic of Moldova.
  2. Paying for the service

    Payment of the fee for the requested service through the government electronic payment service MPay.

  3. Processing and examination
    • Taking the facial image and scanning the signature.
    • Completing the electronic form and printing the G1 application-questionnaire.
    • Registering the documents (registry office).
    • Sending the information in electronic form and the application with the set of paper documents to DAICEP.
    • Processing of form G1 by the Information Registers Update Section of the Digitalisation Department.
    • Checking the application and its set of documents and coordinating it with the General Inspectorate for Migration and the Intelligence and Security Service.
    • Sending the application and its set of documents to the Commission on Citizenship and Political Asylum Issues attached to the President of the Republic of Moldova for examination within its competence.
    • Issuing the Decree of the President of the Republic of Moldova on approving the regaining of Moldovan citizenship.
  4. Carrying out the Decree of the President of the Republic of Moldova on approving the regaining of Moldovan citizenship

    Preparing the certificate on the approval of the regaining of Moldovan citizenship on the basis of the oath of allegiance to the Republic of Moldova and handing it to the applicant, at the subdivisions of the Public Services Agency in Chișinău.
