Online

In person

At a counter of a territorial ASP subdivision (list of offices). The buyer can also ask at the counter for the vehicle to be identified.

Conditions for doing it online

You can use the online service if all of these are true:

  • the seller and the buyer are Moldovan citizens, at least 18, with valid ID;
  • both have an electronic signature and a valid internal ID;
  • the seller is the owner of the vehicle;
  • the vehicle is registered in the State Register of Vehicles;
  • there are no restrictions or bans on the vehicle, and it was not modified;
  • the vehicle is not leased or rented out;
  • it has new-type plates, issued after 2015.

The seller can be a person or a company (a representative authorised through MPower can act). The buyer can be a person or a company with one administrator.

How it works online

Both parties sign the sale contract electronically. You can use the contract the system generates, or attach your own as a PDF of up to 10 MB. The seller chooses whether to keep the plates or give them to the buyer.

The buyer checks and confirms the data and may ask for a new set of plates, and for the certificate to be delivered to a chosen address by MDelivery.

If the seller keeps the plates, they must hand them in at ASP for storage within 30 calendar days of the validation of the application.

If the seller gives the plates to the buyer and the buyer asks for a new set, the buyer must hand the old plates in at ASP. New plates for this route come with a randomly assigned number.

Special plates

Plates with symbols you choose: 1100 lei for a set of two (cars), 700 lei for one plate, from the stock of the territorial office, or made to order, with the price depending on the combination, up to 63800 lei. See the ASP list.
