Ask a questionInitial issuance of a driving licence of the Republic of Moldova, or obtaining an additional category, is carried out on the basis of the minutes of the examination commission for people who have passed the theory and practical tests of the exam for the right to drive vehicles:
- The exchange and restoration of the driving licence of the Republic of Moldova are carried out without taking the exam;
- The exchange of driving licences issued by the authorities from the left bank of the Dniester is carried out on condition of passing the theory and practical tests of the exam, provided that the applicant has identity documents and meets the age conditions set out;
- The restoration of the right to drive vehicles obtained initially from the authorities on the left bank of the Dniester (including when the driving licence is expired) is carried out by taking the exam, the theory and practical tests, according to the categories or subcategories for which the driving licence is requested, under the conditions set out here, provided that the applicant has identity documents and meets the age conditions;
- The conversion of driving licences obtained in other states is carried out on the basis of the exam for the right to drive vehicles, except for holders of driving licences issued by the authorities of countries with which the Republic of Moldova has concluded bilateral agreements on the conversion of driving licences issued by the contracting parties.
By exception to the previous paragraph, when exchanging driving licences issued by the authorities of states that recognise and carry out the conversion of the national driving licences of the Republic of Moldova without taking the exam for obtaining a driving licence, the principle of reciprocity will be applied.
For individuals who, for religious reasons, have refused the state identification number, a temporary driving licence will be issued as the main document for a period of 10 years, if there are no other restrictions.
The online order of the driving licence can be made both by authenticated and by unauthenticated persons. The applicant may be the individual in person or their representative on the basis of an MPower power of representation.
The facial image will be taken from the information systems held by the PSA, removing the need to travel to the territorial office to be photographed. The condition is that the facial image in the identity documents or in the driving licence must not be older than 5 years.
The online service is available on condition that the medical certificate: F 083/e - issued by the medical institution is uploaded in the automated information system "Primary Health Care".

Fee details
The services for issuing the driving licence, including the temporary one, are provided free of charge, within the maximum time set for providing the service concerned, to the following categories of people, citizens of the Republic of Moldova:
- participants in the Second World War;
- persons with a severe, pronounced or medium disability who own vehicles intended for their movement/transport, benefiting from tax and customs facilities on their import, in accordance with the law.
How to apply
- Submitting the application
The application can be submitted:
- online, by pressing the Apply online button;
- at the counter of the territorial subdivisions of the PSA.
- Paying for the service
The service can be paid:
- online, through MPay or the Payments module in EVO;
- at the counter.
- Issuing the driving licence
The driving licence can be obtained:
- online, available in the Personal Cabinet;
- delivered, through the MDelivery service to the address given;
- at the counter of the PSA subdivisions.
The licence can be issued to the legal representative by a power of attorney authenticated according to the law, or to a person delegated by an MPower authorisation.
