Ask a questionThe examination of candidates in the theory test for obtaining the right to drive vehicles is carried out in accordance with the provisions of point 16 of the Methodology for conducting the exam for obtaining the right to drive vehicles and issuing the driving licence, as follows:
- For categories A, B, H and subcategories AM, A1, A2, B1, the candidate completes a questionnaire made up of 24 items. The time allowed is 30 minutes. To receive the grade “Passed”, the candidate must answer correctly at least 22 items.
- For categories BE, C, CE, D, F and subcategories C1, C1E, D1, D1E, the candidate completes a questionnaire made up of 30 items. The time allowed is 38 minutes. To receive the grade “Passed”, the candidate must answer correctly at least 27 items.
- For categories CE and D, CE and subcategory D1, subcategories C1E and D1, the candidate completes a questionnaire made up of 36 items. The time allowed is 45 minutes. To receive the grade “Passed”, the candidate must answer correctly at least 32 items.
The theory test combines multiple-choice items in one questionnaire; the candidate selects the answer option from the monitor at the seat taken in the “Examination Classroom”.
The results of the theory test with the grade “Passed” or “Failed” are generated automatically by the computerised examination system “Examination Classroom” and printed on paper.
Candidates who obtained the grade “Passed” in the theory test are admitted to the practical test of the exam for obtaining the right to drive vehicles, except for persons admitted under the provisions of point 11 of the Methodology.
The examination of candidates in the practical test, a component of the exam for obtaining the right to drive vehicles, is carried out in accordance with the provisions of point 24 of the Methodology for conducting the exam for obtaining the right to drive vehicles and issuing the driving licence, as follows:
- For category A and subcategories AM, A1, A2 and B1, the practical test takes place on the training ground/specially equipped ground. The results of the examination are recorded in the questionnaire/score sheet on paper, for each candidate. The questionnaire/score sheet with the results of the practical test is signed by the examiner who carried out that examination directly.
- For categories/subcategories B, BE, C1, C1E, C, CE, D1, D1E, D, the practical test takes place on a route in real traffic conditions. Special manoeuvres will be carried out, according to the examiner's instructions, depending on the real traffic conditions. The results of the examination are recorded in the questionnaire/score sheet on paper, for each candidate. The questionnaire/score sheet with the results of the practical test is signed by the examiner who carried out that examination directly.
The examination vehicles used in the practical test must correspond to the category/subcategory for which the right to drive is requested, with the technical construction and dimension parameters, in accordance with the provisions of section 3 “Training vehicles and their equipment” of the annex to Law no. 131/2007 on road traffic safety.
For the practical test of the exam on a route in real traffic conditions, the examination vehicles of the examination subdivisions and/or of the vehicle driver training units are used, equipped with an audio-video system, according to the technical-application requirements and the manner established by the Agency.
For the practical test of the exam on the training ground for category A and subcategories AM, A1, A2 and B1, other examination vehicles can also be used, provided that they are included in the automated information system “State Register of Transport” and have undergone periodic technical testing.
To obtain the right to drive vehicles, persons with disabilities must take the practical test with a vehicle of the requested category/subcategory, adapted to the disabilities, and the right to drive vehicles and the driving licence obtained must contain the coded information about their right to drive only such vehicles, in accordance with the provisions of Government Decision no.12/2009 approving the Norms on the medical examination of vehicle drivers and of candidates for obtaining the driving licence.

* From 30.04.2025 the procedure for Submitting the application online for the theory and practical tests of the exam for obtaining the right to drive vehicles is launched, together with prior appointment and payment of the services through MPay. The online request can be submitted if the following conditions are met:
- the applicant holds the state identification number of the individual (IDNP);
- the Training record, issued starting from 17 November 2024, and less than a year has passed since the last attempt to take the theory/practical exam.
The online order will be implemented gradually in all Vehicle registration and driver documentation sections.

- at the structural subdivisions of the PSA with competence to examine vehicle drivers, according to the principle of territorial service.
- Step 1.3. Paying for the service
Payment of the fee for the requested service. The service is carried out only after it has been paid through the government electronic payment service MPay.
Ways to pay:
- through the government electronic payment service MPay;
- through internet banking systems;
- in cash at a bank counter;
- at the payment terminal.
- Step 1.4. Processing the request
Giving the briefing on taking the theory test, and conducting the exam.
- Step 1.5. Issuing the result
Printing the result obtained (Passed/Failed) and handing the set of documents to the applicant.
- Step 2.1. Booking the examination of candidates in the practical test
To examine candidates in the practical test, prior booking is needed, by using the Apply button

The set of documents and the result obtained at the end of the examination procedure are issued at the counters of the PSA subdivisions.

When exchanging or restoring a driving licence issued by the competent subdivision, it is not mandatory to present the medical certificate of the vehicle driver and of the candidate for obtaining the right to drive vehicles (Form no. 083/e) mentioned in point 22 subpoint 5) of the Regulation on the examination procedure for obtaining the right to drive vehicles, the issuance and validity of the driving licence approved by Government Decision no. 181/2022, which certifies the state of health, physical qualities and aptitudes necessary for a vehicle driver, provided that the period of validity of the driving licence issued falls within the limits of the period of validity of the driving licence previously issued in the name of that person.
