Ask a questionThe holder of a national driving licence of the Republic of Moldova can, on request, also be issued an international driving permit, of the model approved by the Government (DL 2008, DL 2015, DL 2019), conforming to the provisions of the Convention on Road Traffic, concluded in Vienna on 08.11.1968, which was ratified by the Republic of Moldova by Parliament Decision no. 131II of 2 March 1993.
The international driving permit is valid for driving vehicles in international traffic only together with the national driving licence of the Republic of Moldova, which must be held.
Holders of national driving licences of the Republic of Moldova can be issued an international driving permit if their licence is of the models in force in the Republic of Moldova at the time of application, is recorded in the state information system “State Register of Vehicle Drivers” and has the status “valid”.
The international driving permit is issued for a period of up to 3 (three) years, provided that this period does not exceed the period of validity of the national driving licence held by the applicant.
When the national driving licence of the Republic of Moldova, on the basis of which the person was issued the international driving permit, is exchanged, the latter loses its validity and is cancelled.
The international driving permit can be delivered to its destination through the government delivery service MDelivery.
The online order of the international driving permit can be made both by authenticated and by unauthenticated persons. The applicant may be the individual in person or their representative on the basis of an MPower power of representation.
Only persons issued a valid new-type driving licence, issued by the competent authorities of the Republic of Moldova, can benefit from this service.
All the checks needed to order the service will be carried out online through the corresponding information systems. The facial image will be taken from the driving licence held.
Authenticated applicants will have the option of ordering the delivery of the international driving permit produced to the address given, using the MDelivery service.
Persons who do not hold an electronic signature will submit the application online, and the international driving permit will be issued at the PSA office.

- Paying for the service
Payment of the fee for the requested service through the government electronic payment service MPay: https://mpay.gov.md/
- Issuing the driving permit
Updating the data in the State Register of Vehicle Drivers. Handing the international driving permit to the applicant at the counter of the structural subdivision of the PSA, to the representative by a power of attorney authenticated according to the law, or to the person delegated by an MPower power of representation. Delivery to the requested address is available through the service for issuing documents on the territory of the Republic of Moldova through the government delivery service MDelivery.
