Ask a questionThe public service allows the registration of the birth of a child born on the territory of the Republic of Moldova. When the birth is declared, the child's surname, first name and the data about the parents are established.
The obligation to declare the child's birth lies with the parents:
- either parent, in the case of married parents who bear a common family name or different names;
- both parents, in the case of unmarried parents;
- the mother, in the case of an unmarried mother.
If the parents cannot appear in person, and if they do not hold an electronic signature to submit the declaration online, the birth declaration is submitted by:
- the parents' relatives;
- the person authorised by the child's parents by a power of attorney authenticated by a notary; a power of attorney treated as equivalent to notarially authenticated powers of attorney; powers of representation based on the MPower electronic signature; on the basis of a lawyer's mandate;
- the guardianship authority.
Deadline for submitting the birth declaration:
The birth declaration must be submitted within 1 month from the date of the child's birth.
Documents needed:
- the electronic medical birth certificate (eCMND);
- a court decision establishing the fact of birth, where applicable.
Births registered on the basis of old medical certificates (form 103/e-2002) issued until 18.09.2024 serve as grounds for the later registration of the birth.
Submitting the birth registration application at the diplomatic missions or consular offices of the RM accredited abroad is allowed only where the medical document establishing the birth was issued by a medical-sanitary institution in the Republic of Moldova for persons born in the Republic of Moldova.
Entering the child's surname and first name
- The child takes the name of their parents. If the parents bear different names, the child may take the father's or the mother's name, or their names joined together. If a parent bears a compound name, partial joining of the parent's name is possible. When a name is given by joining, the child's name will consist of two names.
- The child will bear a simple first name or a compound one, according to the wish of both parents.
- The civil status body may refuse to enter first names that are formed from indecent or ridiculous words or that do not comply with the rules for writing first names.
! Attention: A person who has found an abandoned child must immediately notify the police and present the child with all the objects and documents found on them.
Attention! If the birth is registered on the basis of a birth certificate that is more than one year after the date the event took place, the birth record is drawn up in the administrative procedure of later registration of the civil status event (the “Later registration of birth/death” service).

How to apply
- Submitting the application
The declaration on the registration of the birth can be submitted:
- online, using the "Apply online" button, if the applicant holds an electronic signature;
- at the office of any territorial civil status subdivision in each district;
- at the town hall of the locality;
- at the diplomatic missions and consular offices of the Republic of Moldova accredited abroad (MDOC);
- through the unified service centres (CUPS).
- Issuing the document
If the request was submitted online, the electronic extract from the birth certificate will be available in the parents' personal cabinet, in EVO Cabinet.
On request, the document can be printed on paper (A4).
If the application is submitted by the parents' relatives, the person authorised by the child's parents, or the guardianship authority, the extract from the birth record is issued on paper.
The extract from the birth record, printed on paper, is issued:
- at any civil status subdivision, indicated by the applicant in the application;
- at the diplomatic mission or consular office.
- at the town hall where the birth registration application was submitted;
- at the address given by the applicant in the application (in the country or abroad), through MDelivery.
Required documents
Proof of power of representation (power of attorney) where the application is submitted by the person authorised by the child's parents
The guardianship order, service ID, authorisation, identity document of the representative of the guardianship authority, where the application is submitted by the representative of the guardianship authority
The notice of the medical finding of the birth, where the applicant has it
The court decision establishing the fact of the child's birth by a specific woman
Submitted in special cases
The civil status documents confirming the degree of kinship - where the application is submitted by the parents' relatives, if those civil status records are not held in the archive of the civil status body
The document confirming the presumption or establishment of the father's paternity of the child:
a) the marriage certificate – if that document is not held in the archive of the civil status body; b) the declaration on establishing paternity; c) the court decision establishing paternity.
